Abstract

The article deals with complex tasks to achieve organizational and methodological uniformity in the implementation of the Civil Service of the Russian Federation staff turnover. Revealed organizational measures to facilitate the ordering of the system of interaction of state bodies; analyzed the basic principles, mechanisms and institutional arrangements that promote the use of rotation federal civil servants.
