LOCAL GOVERNMENT AS A SOCIAL ANALYSES OBJECT

Abstract

The article deals with current issues of local self-government from the point of view of the sociology management object. The source, the cause and the factor of control are: consciousness + will + power + sociality. Self-management is a form of fusion of management subject and object. Understanding the triad of «governance, co-management, selfmanagement» is the basis for the noosphere transformation. Conceptual framework noosferizma is considered in the synthesis of social intelligence and the educational community
