The purpose of the article is to analyze the various forms of citizen participation in the development programs at the local level, in the formation of municipal policy and in monitoring its implementation. The research methodology is based on an analysis of the last two stages of municipal reform in the Russian Federation, an assessment of changes in the forms of participation applied at the local level from the point of view of the theories of “joint development” and participatory democracy. The author argues that the policy being implemented is aimed at developing a variety of tools for articulating interests at the local level. Such a policy can help transform local governments from a “weak bureaucratic institution” into an effective tool to meet the needs of local communities and solve issues of local importance through the implementation of joint projects by various levels of government, public organizations and market economy actors. It is also proved that this approach correlates with the principles of the modern management paradigm. The results obtained by the author can be used in the development of programs of interaction between government bodies, local governments and civil society institutions.Downloads
