Abstract

The purpose of the article is to substantiate a new approach to identifying risks in ensuring food security at the macroeconomic level. The author sets the risks caused by the low investment attractiveness of the industry and the low level of competitiveness of domestic products, as well as the risks associated with technological backwardness in food production and the lack of a global food quality control system are established. This group of risks can lead to a threat to food security by reducing the main indicators of the functioning of the agro-industrial complex. The article emphasizes the need for state regulation in the field of food security, and, as an important component, the importance of priority mechanisms for state regulation of the agrarian sector. Along with this, the imposition of sanctions on the importation into the country of a number of food products will help to increase the level of food security only if the Russian manufacturer can provide a sufficient amount of products at affordable prices. The importance of an integrated approach in the framework of state regulation of the policy of import substitution using the tools to maintain pricing policies and food quality control is substantiated.
