This article is devoted to the study of the mechanisms of resource exchange and cooperation in the networks of public initiatives in Chelyabinsk, Ekaterinburg and Novosibirsk. To identify the causal links between online communication and network cooperation in public policy, a synthesis of the exploratory network research strategy, consisting of quantitative analysis, and the explanatory, implemented through an expert survey, is proposed. As a result of the research, strategies for communication interaction and network partnership between actors in two dimensions were identified: informational advancement of the problem agenda and public positioning by the community of cooperation with other participants. The authors concluded that in all the analyzed cases there is a limited institutional openness effect; and two models of cooperation are formulated: protest mobilization as a result of administrative uncertainty (Chelyabinsk) and professionalization and targeted incorporation of civic initiatives into public policy (Ekaterinburg and Novosibirsk).
