THE SPECIFICS OF THE INTEGRATION OF PUBLIC POLICY ACTORS IN THE SYSTEM OF POWER AND SOCIETY INTERACTION

Abstract

The authors analyze peculiarities of participation of non-governmental organizations, academic community and state civil and municipal servants in the formation of system of interaction between authorities and population. The core methods of organization of this interaction in the form of established system, which consists of the Public Chamber of the Russian Federation, regional chambers of its constituent entities, and public chambers of the municipal entities are considered. The problem of forming a scientifically grounded methodology for characterizing the system of interaction between power and society is studied. It is substantiated that there is a need, at the regional level, for a special attention to be paid to the development of information resources of regional public chambers, as a locomotive for building up information and communication interaction between government bodies and civil society institutions, both from state civil and municipal employees, and representatives of civil society. It is necessary for the employees to use this resource more intensively for communication and formation of feedback from the society.
